Mar. 2--In less than four years, the Ayers Foundation has made itself a model for change in West Tennessee.
It is so well-known in the state that when the education lottery task force wanted to look at scholarship track records and efficiencies, it called on the Ayers people.
"I'm a total believer in what they are doing in Decatur County," said Richard Rhoda, chairman of the education lottery task force and executive director of the Tennessee Higher Education Commission. "It influenced my thinking for a need-based plan."
