KEN Livingstone has banned all Central London roadworks for nearly four months in a secret attempt to ensure the smooth launch of congestion charging.
The astonishing lengths to which the London Mayor has gone to sell the controversial road tolls to a sceptical public can be exposed for the first time.
Today, we reveal how Mr Livingstone's traffic engineers drew up a map charting 'streets of strategic importance' to be kept clear at all costs.
Local authorities and utility firms were then ordered not to carry out works that would block these key routes around the zone.
