Virginia farmers who want to sign up for federal disaster benefits under the Tobacco Payment Program (TOPP) or the Livestock Compensation Program (LCP) may begin applying for the assistance in mid-March. Sign-up for the Tobacco Payment Program benefit will run from March 17 through May 16, 2003.
