The Constitutional Court comprises 19 justices who are nominated by the president and approved by the Federation Council. As of 1 January 2005 -- when amendments to the law on the Constitutional Court that were adopted in December 2001 come into effect -- the term of the Constitutional Court justices will be 15 years and the mandatory retirement age will be 70. According to that law, the independence of Constitutional Court justices is ensured by their irremovability, their statutory immunity, and their equal voting rights.
