Mar. 5--Henry County recordkeeping was so sloppy that the auditor KPMG couldn't explain $390,000 in raises approved over 3 1/2 years.

KPMG was hired by the commissioners in November after an internal investigation revealed more than two dozen raises were given without the commission's knowledge. It made its first report to the commissioners Tuesday.

The firm examined raises in the finance, human resources and building departments and randomly audited other county employees' records. In all, salary increases for 224 employees, about 19 percent of the work ...
