Mar. 6--Regardless of what the Army Corps of Engineers has in store for the Missouri River, the waterway needs a monitoring plan.

So says Sen. Tim Johnson, D-S.D., anyhow.

On Wednesday he introduced legislation that would provide for scientific monitoring of the Missouri in order to maintain the river's health.

Johnson has called the measure the Missouri River Monitoring and Enhancement Act. Basically, he said, it'd provide a science-based comprehensive plan for the river.

The plan would not replace the corps' yet-to-be-released master ...
