KILL DEVIL HILLS -- The town where flight began wasn't a town at the time.
That's why most people say Orville and Wilbur Wright were in Kitty Hawk - where they first set up camp - when they first flew their powered plane on Dec. 17, 1903, at the base of Kill Devil Hill.
When Kill Devil Hills officially became a town on March 6, 1953, ``KDH'' - as locals call it today - was only the second town in Dare County, behind Manteo, to incorporate. There were 735 residents and the tax rate was 10 cents per $100 of valuation.
