A local council has challenged the legal status of the Victorian Government's planning blueprint for Melbourne. The Victorian Civil and Administrative Tribunal recently approved an apartment development in inner-city Fitzroy on the basis of the government's strategy of encouraging high-density development in areas with good infrastructure.
