On January 24, 2003, HHS secretary Tommy Thompson signed a declaration allowing states to begin the smallpox vaccination program authorized by the Homeland Security Act. Under the program, healthcare workers who volunteer for smallpox response teams are to be vaccinated first so they will be able to vaccinate others and provide critical healthcare services in the days following an attack.
