Mar. 19--Shrugging off objections from environmentalists and top California officials, the U.S. Forest Service endorsed major changes to a conservation plan Tuesday that could lead to more logging, cattle grazing and off-road vehicle use across 11 million acres of the Sierra Nevada.
As expected, Regional Forester Jack Blackwell largely supported the findings of a review team that concluded the Sierra Nevada framework -- a landmark plan approved two years ago -- was unworkable and too weighted toward wildlife concerns.
