Mar. 20--WASHINGTON--The Bush administration is warning terrorist groups and their state sponsors to stay on the sidelines as the U.S. launches a war with Iraq, American officials said Wednesday.

The effort is part of an intelligence, diplomatic and law-enforcement barrage designed to head off potential terrorist strikes against the U.S. and its interests overseas--an effort that is in many ways identical to the successful one undertaken at the start of the Persian Gulf war in 1991, officials said.
