Mar. 20--LOWELL, Mass.--City councilors say the Lowell Historic Board's decision to block owners of Cobblestones Restaurant from placing a large sign on the roof of their 144-year-old building -- after the owners first erected the placard illegally -- sends an unfriendly message to Lowell's business community.
"The board was out of order," Councilor Richard Howe said Tuesday night. "Instead of being involved in economic development, their attitude was one of economic decline."
