Mar. 24--When Seminole County leaders created an incentive program in 1995 to lure more jobs to the area, the goal was to make the county something more than a bedroom community for its much larger neighbor on the south.
They envisioned converting the huge expanse of Leave-it-to-Beaver suburbia into a vibrant, self-sustaining community that would provide jobs for its residents.
