WHEN ALAN MILBURN first entered the House of Commons 11 years ago he got busy. He constantly challenged the Tories on health issues and made a name for himself. At party conferences, he is said to be one of the most assiduous of ministers, going from fringe meeting to fringe meeting, addressing the party faithful, ever ready for a political debate.
