Oregon's century-old initiative system has weathered the years well, but improvements are still needed. Senate Bills 780 and 680 wouldn't alter the initiative process in any dramatic manner, but they do offer modest changes that, over the long haul, would help sanitize the signature-gathering part of the system. They both should be passed by the 2003 Legislature.
SB 780, introduced by Sens. Ginny Burdick, D-Portland, and Bev Clarno, R-Bend, would require the chief petitioner (i.e., main sponsor) of an initiative to file any signature sheet with the Elections Divisions no later than 90 days after the first signature was ...
