VIRGINIA BEACH -- From the driver's seat of a car rushing along the interstate, they look like sea gulls, sitting neatly in rows of white along gently sloping Mount Trashmore.

But those little birds are actually sandbags holding down acres of black plastic sheeting that will form the backbone of a $2.2 million project to recap the landmark landfill.

On Tuesday morning, amid the bulldozers, forklifts and dump trucks, work resumed after intermittent rain had brought it to a soggy halt; the heavy trucks could not move in the mud.
