Although slavery was prominent in the South prior to the 1860s, the institution created controversy and divided all Americans. By the early 1800s, there was a growing disagreement between those who supported slavery--mostly in the South--and those who opposed it--mostly in the North and parts of the West.
With the formation of the Northwest Territory in 1787, Congress barred the spread of slavery into the region north of the Ohio River. By 1807, under pressure from antislavery groups and some southerners, Congress formally ended the legal importation of black slaves from Africa.
