Apr. 6--While private-sector workers in the Milwaukee area are paying 20 percent or more of their health insurance premiums, employees in most area governments and school districts pay 5 percent or less, according to a Journal Sentinel survey.
That means taxpayers here, in a time of soaring health care costs that exceed the national average, pick up nearly all of the tab.
