Apr. 8--HALABJA, Iraq--The people here knew President Saddam Hussein's cousin, Ali Hassan al-Majid, and his capacity for evil more than anyone, but the news reports yesterday saying the man dubbed "Chemical Ali" was killed in Basra brought them little joy.
The people of Halabja -- a northern village near the Iranian border that became synonymous with the most horrific and well-documented of the chemical attacks on the Kurds -- had hoped he would be captured alive, and brought to justice.
