THIS past week one of the most colorful and effective personalities that ever graced the US Senate died, at 76, of complications following an appendectomy. Daniel Patrick Moynihan was a 3-term Senator, US Ambassador to India, US Ambassador to the United Nations and self-styled gadfly to all chicanery and pretense.
I used to see him occasionally on the elevator at the Waldorf Towers in New York, when General Romulo and I were in town for the UN General assembly, and, as the US representative, Moynihan occupied the top-floor apartment reserved for that office (now the residence of former ambassador to the Philippines John Negroponte).
