The Department of Homeland Security (DHS) is a direct outgrowth of the terrorist attacks on September 11, 2001, which highlighted America's vulnerability to terrorism. Initiated by President George W. Bush as the Office of Homeland Security, the DHS became fully operational in 2003. The DHS incorporates several dozen offices and agencies, many of them previously assigned to other departments and some entirely new.
