Two-thirds of Americans say the federal tax code is too darn complex, according to a recent Associated Press poll.

So how do lawmakers in Washington respond? By proposing changes in the tax code that will make the 3,000-page monstrosity even more complex.

Nearly one of every five bills introduced in Congress this year would tinker with the tax code, according to an IRS estimate.

Meanwhile, President Clinton is proposing 131 changes of his own.
