GENEVA -- Red tape and political rivalries could threaten the plan of Geneva, Switzerland, to lead an association of all Genevas worldwide into the 21st century. But Geneva, Ill., could make sister cities of all its U.S. namesakes regardless of whether Swiss officials pursue the project they started by hosting a five-day convention of representatives from 14 cities named for the 1,700-year-old European metropolis.

"We are the premier Geneva in the world next to the one in Switzerland, and certainly the premier Geneva in the United States," said Mayor Thomas Coughlin.
