Policy or politics behind mayor's vote? Challenger says Kelly's tie-breaking uncertainty is revealing By Matt Baron STAFF WRITER ELGIN -- The manner in which Mayor Kevin Kelly prefaced his vote last week on a routine zoning issue underscores the extent to which he takes action with politics -- and not policy -- in mind.

So says Councilman Ed Schock, who announced three days before the meeting that he will seek to unseat Kelly as mayor in 1999.

But Kelly said he simply had mixed emotions about the issue and that Schock is "grasping at straws."

"It's amusing that he would find a way to criticize me even when I voted the same way he did," said the mayor.
