Presidential electors gathered in state capitals across the country Monday to ratify the selection of George W. Bush as the 43rd president, with a little bit of suspense turning the exercise into more than the usual rubber-stamp process. The question was whether some electors pledged to support Bush would instead cast their ballots for Vice President Al Gore.
