A revamped City Council didn't waste time making waves at its first meeting of the year.
On Monday, a majority of the council selected Jose De La Cruz, D-At-large, to be its president for 2004.
De La Cruz replaces Frank Kollintzas, D-4th, who has served as council president for the past six years.
De La Cruz has had one other stint as council president. Monday marked the start of De La Cruz's sixth four-year term.
But Councilman Randall Artis, D-3rd, who was in the running to be council president, says the selection of De La Cruz will attract negative press.
