Dick and JoAnn Kilgore are animal lovers who don't mind donating to local shelters, but they were dismayed last week when they went to visit the Humane Society building in Miller and realized it wasn't open.
"We have been donating; I'm very upset," JoAnn Kilgore said.
Not only did she find an empty building, but a stray dog had taken up residence in a cage there.
