If public schools in Indiana are to improve, state lawmakers must change the patchwork nature of teacher training, a report released Thursday said. Although the Indiana University report did not recommend one specific proposal to enhance teachers' professional development, it outlined several ideas for creating a systematic program.

"At present, professional development is a patchwork affair: an in- service day here, an occasional workshop there," according to the report, which was commissioned by the state Department of Education.
