A bill to rein in the skyrocketing rates for cable television and promote competition in the largely monopolistic industry cleared its biggest hurdle in Congress on Wednesday. On a 17-7 vote, the House telecommunications subcommittee approved a bill to re-regulate the rates charged by the nation's 11,000 cable systems after narrowly defeating a weaker version endorsed by the industry and the Bush administration.

A similar bill was passed by the Senate, 73-18, in January. Key lawmakers are looking at getting a final package merging the two versions to President Bush for his signature or veto ...
