Laws safeguarding women from sexual harassment in the workplace have been in existence for nearly 30 years. Yet, like rape, the numbers of women who report incidents of sexual harassment, which can range from off-color comments to rape, are remarkably low.

Of the 1,193 complaints registered with the Indiana Civil Rights Commission through August of this year, only 85 have been sexual harassment charges, said Ruth Benavente, a member of the commission charged with safeguarding civil rights in Indiana.
