William Webster will be a much better boss of the Central Intelligence Agency than William Casey was. Webster has not been confirmed by the Senate Intelligence Committee, but he will be unless the committee makes a fool of itself and votes against him.
The ex-director of the FBI has ability, credibility and a dislike of partisan politics. That's a rare combination of attributes.
He has made at least three solid points in his confirmation hearings:
1. He won't be a member of the president's Cabinet.
2. He will try to stay out of politics.
3. He would quit if he were in sharp disagreement with the president over a covert ...
