The sad lesson in the Union Township school case is far more profound than the ruling against Superintendent Glenn Krueger. The Indiana Education Employment Relations Board said he had harassed teachers. He does not agree and the school board might appeal that decision. The lesson that counts is that the bargaining system just does not work in Union Township.

It should not have come to this.

Since Dec. 31, 1985, the teachers have worked without a contract. There is blame for that on both sides. Such failure makes the bargaining system into a barrier, not a means of settling anything.
