CHICAGO -- A tentative agreement that would have paved the way for Chicago to join the ranks of smoke-free cities, but given free-standing taverns 18 months to comply, collapsed Tuesday, setting the stage for another week of wrangling followed by a high-stakes showdown on the City Council floor.
