Allen L. Kracower, a consultant hired by businesses in Des Plaines' Five Corners area -- the area near River Road, Rand Road and Lee Street -- claims that the city's development consultants really gave "no response at all" to the objections he raised over plans to establish a tax increment financing (TIF) district there.
In the report that Kane, McKenna & Associates, the city's consultants, presented to the City Council on June 26, the firm said that the 90-acre area suffers from deleterious land use, lack of community planning, deteriorating buildings, obsolescence, inadequate utilities and declining equalized assessed valuations.
