Months after federal officials came to Lake County to study a disturbing number of inmate suicides, officials still haven't implemented findings of a preventative report. Meanwhile, the deaths continue.

It's not simply a matter of an angry population under strain.

Since 2005, more inmates have killed themselves in Crown Point, than in Chicago's Cook County Jail -- a place with 10 times the prisoner population.
