That again became abundantly clear Wednesday when the city council voted 33 to 16 to approve Daley's controversial plan to build a $100 million Children's Museum in Grant Park. It was the first time in four years that the council had violated the treasured Chicago tradition of "aldermanic prerogative" - always deferring to the wishes of the local alderman on zoning and development issues.
