Generally, the job of a city engineer is to inspect new construction to ensure work is done in compliance with city codes. Occasionally, they are called to consult with residents about drainage issues.
When senior engineering assistant John Kennedy responded to a call from Renee Souba, he saw a need to go outside the realm of business as usual.
