The world community has underestimated the threat Rwandan Hutu rebels pose to peace in the Great Lakes region _ which covers Congo, Rwanda and Burundi _ the European Commission's development chief said Monday.

U.N. peacekeepers trying to disarm the rebels may need the backing of regional force to succeed, said Louis Michel, the European commissioner for development and humanitarian aid.

On Nov. 25, Rwandan President Paul Kagame threatened to invade neighboring Congo's eastern region to hunt down Rwandan Hutu rebels, whom he said U.N. peacekeepers had failed to disarm.
