There will be no peace in central Africa if Rwandan Hutu rebels in Congo are not disarmed, the African Union Peace and Security Council said Tuesday.

To effectively disarm the rebels, the U.N. mission's mandate in Congo will have to be increased and Congo will need the help of an African force, said Ethiopian Foreign Affairs Minister Seyoum Mesfin, speaking on behalf of the council.

On Nov. 25, Rwandan President Paul Kagame threatened to invade neighboring Congo's eastern region to hunt down Rwandan Hutu rebels, whom he said U.N. peacekeepers had failed to disarm.
