Global drug policy must address the spread of HIV because of drug injection, drug-related traffic accidents and the growing social acceptance among youth toward doing drugs at rave parties, the head of the U.N. drug agency said Monday.

The Commission on Narcotic Drugs, the U.N. policy-making body on drug-related matters, began a weeklong meeting to review and analyze international drug policy.

"Governments can, and must, ensure both drug control and HIV prevention," said Antonio Maria Costa, the head of the U.N. Office on Drugs and Crime.
