Most drivers have seen it happen right before their eyes. Some are guilty
of it themselves.

A motorist swerves suddenly or comes to an abrupt stop barely avoiding
another car - with a cellular phone wedged between his shoulder and ear the
whole time.

State Rep. Jose Menndez, D-San Antonio, is looking to put a stop to bad
driving caused by cell phone conversations with a proposed bill that would
make it illegal to use a wireless device in the car without hands-free
equipment.

"I don't have a problem with people using their cell phones as long as they
can keep their hands on the wheel," said Menndez.
