ENGLEWOOD - Elected officials who have been campaigning for open government were shocked to learn that the city manager had hired an assistant to begin work Monday without consulting them first.
The mayor and council didn't find out that City Manager Cheryl Fuller had hired the assistant until a community newspaper reported that Montclair's community services director had taken the $98,000-a-year job in Englewood.
