Statement of Orin S. Kerr Associate Professor, George Washington University
Law School Committee on Senate Select Intelligence April 19, 2005 Mr Chairman,
Members of the Committee: My name is Orin Kerr, and I am an Associate Professor
at George Washington University Law School. It is my pleasure to submit
this written testimony concerning the USA Patriot Act. My testimony will
contain three parts: first, a brief explanation of my view that the public
debate over the Patriot Act largely has misunderstood the Act; second,
