The Council of Europe on Tuesday said the United States was using "torture" at the detention center for terror suspects at Guantanamo Bay, Cuba and it called on European countries not to cooperate in the interrogation of Guantanamo detainees.

In a resolution, the European human rights body also urged the United States to cease the practice of secret detentions and to investigate all instances of unlawful treatment of detainees at the naval base on Cuban territory.
