April 28, 2005 Chairman Johnson and Ranking Member Andrews: Thank you for
the opportunity to testify on the challenges that unions face in preserving
employer-provided health benefits for our retired members, and obtaining
such benefits for future retirees. As discussed below, these challenges
are rooted in the long-standing legal, economic and practical factors that
