Federal agents sent in to quell a wave of violence in this border city will start leaving Thursday, and will slowly be replaced by city police who were temporarily pulled off patrols to undergo an intense screening process, officials said Tuesday.

Mexican Army special forces and federal police manned checkpoints surrounding the city and patrolled streets while municipal police officers waited for their guns to be reissued.
