This is TALK OF THE NATION. I'm Neal Conan in Washington.
Under law, the National Security Council is a small group of very high-level officials who advise the president. These days, NSC usually refers to the 200 or so researchers and staff who debate, execute and coordinate US foreign policy. But sometimes, it's an informal group: the president's family and friends, the people he turns to for advice. David Rothkopf calls it the committee in charge of running the world.
