The Spanish government summoned Monaco's ambassador to Spain on Saturday to explain Prince Albert's comment that Gibraltar might be considered for inclusion into the IOC.
Spain was also upset Thursday after Prince Albert, an IOC member, asked Madrid's 2012 Olympic bid team how it could guarantee safety when Basque separatist group ETA had detonated a bomb outside the city's Olympic stadium on June 25.
On Friday, Prince Albert raised the possible inclusion of Gibraltar into the IOC _ an issue that was last discounted before Juan Antonio Samaranch stepped down as head of the organization in 2001.
