Russian President Vladimir Putin on Tuesday slammed the Baltic countries for alleged discrimination against Russian speakers, and hinted that he would have liked to run for a third term if the Russian constitution permitted it.
Speaking to reporters after a second round of talks with Finnish President Tarja Halonen, Putin said, "Maybe I would have liked to (remain president after 2008), but the constitution does not allow it."
