Will fuel consumption be affected?

DEAR Paul,

I recently bought a second-hand 1984 Toyota LE.
1) The original wheel size for the car is 175/70R13. I am thinking of

changing the wheels to larger size, maybe 14" or 15". The tyre shops gave

three options: 185/60R14 or 185/55R15 or 195/50R15. They suggest I opt

for 15" because the body weight of the LE is heavier than the Proton Wira.

2) If I change to 15" wheel, do I need to tune up the engine, weigh the

car or change the suspension in order to prevent any effect on the fuel

consumption? Where should I go for it?
